A Volvo XC-60 owner has moved the Supreme Court after Delhi authorities refused to issue a PUC certificate for his 10-year-old diesel vehicle, even though it cleared the emission test. The PUC software, he says, blocks certificates based on the vehicle's age regardless of whether it passes or fails the test itself.
