Abstract
Energy communities (ECs) are emerging as key actors in enhancing distribution system (DS) resilience. As the DS and multiple ECs participate in local planning and investment, a major challenge arises: how to coordinate their actions to ensure efficient and equitable access to resilience-enhancing resources across the system. To address this issue, this paper proposes a cooperative game-theoretic framework for joint resilience-enhancing planning of the DS with multiple ECs. The DS operator conducts grid expansion to facilitate the integration of distributed renewable energy sources (RESs). Concurrently, multiple ECs develop their distributed RES portfolios, optimizing for self-sufficiency while managing operational profitability uncertainties. Furthermore, resilience equity is defined as ensuring that all communities have equitable access to resilience services. Subsidies for distributed RES investment are allocated to ECs directly tied to their contribution to system resilience, with resilience equity serving as a fundamental factor in this assessment. Additionally, as exact Shapley value computation becomes intractable in large-scale systems, a stratified sampling approach is developed to achieve efficient and accurate approximations. Simulation studies on a modified European low-voltage test feeder demonstrate the effectiveness of the proposed approach in enhancing resilience while promoting resilience equity.
